Steven (Steve) Garza took over UTPA's designated hitter spot in 1998, also playing well in the outfield, and hit a solid .297 with 38 hits, four home runs and 24 RBIs.    He ht well in the clutch for the 1998 Broncs and figures to be an outstanding outfielder (and sometimes DH) in 1999. Garza proved he could hit at Falfurrias High, where he starred as an All-State center field for teams that posted records of 99-28-2 and won the Class 3A Texas state championships. He earned 13 letters in high school - four each in baseball and track, three in football two in basketball. Garza hit well for coach David Salinas at Falfurrias, then played two years for coach Arnie Alvarez at The University of Texas at Brownsville-Texas Southmost college.    Majoring in criminal justice, Garza plans to be a federal agent.
